  • ફિક્સ પે આધારિત ભરતી પ્રથા નાબૂદ થવાના એંધાણ

    ગાંધીનગર છેલ્લાં કેટલાંક વર્ષોથી રાજ્ય સરકારની વહીવટી તંત્રમાં ઓતપ્રોત થઈ જનારી ફિક્સ પગાર, કોન્ટ્રાક્ટ પ્રથા અને આઉટ સોર્સિંગની પ્રથા નાબૂદ કરવા માટે રાજ્ય સરકાર વિચારણા કરીછે. આગામી બજેટમાં તેની જાહેરાત થઈ શકે છે.

    કર્મચારીઓની કામગીરી પર અસર થતી હોવાથી ફક્સપગારનીપદ્ધતિને દૂર કરવાનીવિચારણા

    મુખ્યમંત્રી અને વિવિધ મંત્રીઓ વચ્ચે થયેલી વાટાઘાટો પ્રમાણે આ પદ્ધતિથી કર્મચારીઓની કાર્યની અસરકારતા પર ફેર પડતો હોવાથી આ પ્રથાના સમૂળગી દૂર કરવા વિચારણા થઈ રહી છે.

    રાજ્ય સરકારના વિવિધ વિભાગોમાં અત્યારે ફિક્સ પગાર, કોન્ટ્રાક્ટ અને આઉટસોર્સિંગથી ભરતી કરવાની પ્રથા અમલમાં છે. ફિક્સ પગાર પ્રથા એટલે કર્મચારીની ભરતી રાજ્ય સરકાર દ્વારા જ ક૨વામાં આવે છે અને અમુક ચોક્કસ સમયગાળા પછી તેમને કાયમી કરાઈ છે. જ્યારે કોન્ટ્રાક્ટ પ્રથા એટલે કે ખાલી જગ્યા પર 11 મહિનાના કરાર આધારિત ભરતી કરવામાં આવે છે. આઉટસોર્સિંગ એટલે કોઈ એજન્સી મારફતે રાજ્ય સરકારને જરૂરી માનવ બળ પૂરું પાડવામાં આવે છે. આ ત્રણ પદ્ધતિથી સરકાર અત્યારે ભરતી કરી રહી છે. રાજ્યમાં ફિક્સ પગારના 3.80 લાખ અને કોન્ટ્રાક્ટ

    હાલમાં રાજ્યમાં ફિક્સ, કોન્ટ્રાક્ટ અને આઉટ સોર્સિંગને મળીને કુલ 10.80 લાખ કર્મચારી છે. આગામી વિધાનસભાના બજેટ સત્રમાં રાજય સરકાર મોટી નાણાંકીય જોગવાઇ સાથે આ પ્રથાના દૂર કરીને કાયમી ભરતીઓ પર આગળ વધે તેવી ગતિવિધિ હાથ ધરાઇ છે.

    હાલ ફિક્સ, આઉટસોર્સિંગ મળી10.80 લાખ કર્મચારી

    તેમ જ આઉટસોર્સિંગ મળી કુલ 10.80 લાખ કર્મચારી છે. આ પદ્ધતિને દૂર કરી સરકાર કાયમી કર્મચારીની ભરતી કરવાની પદ્ધતિ પર આવવા વિચારણા કરી રહી છે. આગામી બજેટમાં આ માટેની પૂરતી નાણાકીય જોગવાઈ કરીને સરકાર ફિક્સ, કોન્ટ્રાક્ટ-આઉટસોર્સિંગ પ્રથા દૂર કરે તેવી શક્યતા સત્તાવાર સૂત્રોએ વ્યક્ત કરી હતી.

     

  • આવતા વર્ષે UPSC એક નવી પરીક્ષા વડે રેલ્વે વિભાગમાં ભરતી કરશે

    ▪️માર્ચ 2023માં પહેલી વખત IRMSની પરીક્ષા લેવાશે

    ▪️બે-સ્તરનું માળખું, જેમાં પ્રિલિમ્સ અને મેઈન્સ પરીક્ષા રહેશે

    ▪️100 ગુણનો ઇન્ટરવ્યુ પણ લેવામાં આવશે.

    ઇન્ડિયન રેલ્વે મેનેજમેન્ટ સર્વિસ (IRMS)માં ભરતી આવતા વર્ષે માર્ચથી ખાસ ડિઝાઇન કરાયેલ પરીક્ષા (IRMS પરીક્ષા) દ્વારા કરવામાં આવશે, આ અંગે રેલ્વે મંત્રાલયે માહિતી આપી હતી

    રેલ્વે મંત્રાલયે UPSC (યુનિયન પબ્લિક સર્વિસ કમિશન) અને DoPT (કર્મચારીઓ અને તાલીમ વિભાગ) સાથે પરામર્શ કરીને નિર્ણય લીધો છે કે ભારતીય રેલવે મેનેજમેન્ટ સર્વિસ (IRMS) ની ભરતી ખાસ ડિઝાઇન કરેલી પરીક્ષા (IRMS પરીક્ષા) દ્વારા કરવામાં આવશે. આ પરીક્ષા UPSC દ્વારા વર્ષ 2023થી હાથ ધરવામાં આવશે. રેલવેના એક અધિકારીએ જણાવ્યું હતું કે, “IRMSE એ બે- સ્તરની પરીક્ષા હશે. જેમાં પહેલા એક પ્રારંભિક સ્ક્રિનિંગ પરીક્ષા હશે, ત્યારબાદ મુખ્ય લેખિત પરીક્ષા અને સાથે જ ઇન્ટરવ્યૂ હશે.”

    અત્રે ઉલ્લેખનીય છે કે જે ઉમેદવારો પ્રારંભિક પરીક્ષા પાસ કરે છે ‘ તેમને બીજા તબક્કાની મુખ્ય પરીક્ષા લખવાની મંજૂરી આપવામાં આવશે. IRMS (મુખ્ય) પરીક્ષામાં ચાર પેપર હશે જેમાં બે ક્વોલિફાઇંગ લેંગ્વેજ પેપર, અંગ્રેજી અને ભારતીય ભાષા, પ્રત્યેક 300 માર્ક્સ હશે. અન્ય બે પેપર 250 ગુણના વૈકલ્પિક વિષયો હશે. વ્યક્તિત્વ કસોટીને 100 ગુણ આપવામાં આવ્યા છે.

             ઇંડિયન તિબટ બોર્ડર ફોર્સ (આઇટીબીપી) એ સબ ઇન્સ્પેકટરની 37 ખાલી જગ્યા માટે યોગ્ય ઉમેદવારો પાસેથી અરજીઓ મંગાવી છે. ઇચ્છુક ઉમેદવારો 14 ઓગસ્ટ સુધીમાં ઓનલાઇન અરજી કરી શકે છે. 

    શૈક્ષણિક યોગ્યતા:- ઉમેદવારોએ માન્યતા પ્રાપ્ત બોર્ડમાંથી ધોરણ 10, ધોરણ 12, ડિપ્લોમા કે ગ્રેજ્યુએશન કર્યું હોવું જોઇએ. વિસ્તૃત જાણકારી ઓફિશિયલ વેબસાઇટ પર ઉપલબ્ધ છે.

    વય મર્યાદા:- જનરલ કેટેગરીના ઉમેદવારોની ઉંમર 25 વર્ષથી વધુ ન હોવી જોઇએ. અનામત વર્ગના ઉમેદવારોને સરકારી નિયમ અનુસાર વય મર્યાદામાં છુટછાટ મળશે.  

    સેલેરી:- પસંદગી પામનારા ઉમેદવારોને લેવલ -6ને અનુરૂપ માસિક વેતન મળશે.

             શિપિંગ કોર્પોરેશન ઓફ ઇંડિયાએ આસિસ્ટન્ટ મેનેજરની 46 ખાલી જગ્યા પર ભરતી માટે અરજીઓ મંગાવી છે. તે માટે ઉમેદવારો 16 ઓગસ્ટ સુધીમાં ઓનલાઇન મોડમાં અરજી કરી શકે છે.

    શૈક્ષણિક યોગ્યતા:- ઉમેદવારે સીએ, ડિગ્રીમ પીજી, પીજી ડિપ્લોમા,/ડિગ્રી કર્યું હોવું જોઇએ. વિસ્તૃત જાણકારી ઓફિશિયલ વેબસાઇટ પરથી મળશે.

    વય મર્યાદા:- જનરલ કેટેગરીના ઉમેદવારોની ઉંમર 27 વર્ષથી વધુ ન હોવી જોઇએ. અનામત વર્ગના ઉમેદવારોને સરકારી નિયમ અનુસાર વય મર્યાદામાં છુટછાટ આપવામાં આવશે.

    સેલેરી:- પસંદગી પામનારા ઉમેદવારોને નિયમ અનુસાર દરમહિને વેતન મળશે.

  • UPSC એ આસિસ્ટન્ટ ડિરેકટરની 11 સહિત 16 પોસ્ટ માટે અરજીઓ મંગાવી

    યુનિયન પબ્લિક સર્વિસ કમિશન (યુપીએસસી)એ આસિસ્ટન્ટ ડિરેકટર સહિતની અન્ય ખાલી જગ્યાઓની ભરતી માટે ઓનલાઇન એપ્લિકેશન વિન્ડો ખોલી છે. ઇચ્છુક ઉમેદવારો ઓફિશિયલ વેલસાઇટ પર જઇને 11 ઓગસ્ટ સુધીમાં અરજી કરી શકે છે. યુપીએસસીએ આ ભરતીના માધ્યમથી કુલ 16 ખાલી જગ્યા ભરાશે. અનામત વર્ગના ઉમેદવારોને વય મર્યાદમાં છૂટછાટ મળશે. ભરતી સબંધિત વિસ્તૃત માહિતી ઓફિશિયલ નોટિફિકેશનમાંથી મેળવી શકાશે.

    ટેકનિકલ ઓફિસર:- મેકેનિકલ એન્જિનિયરિંગમાંથી ડિગ્રી કર્યું હોવું જોઇએ. વય મર્યાદા 50 વર્ષ, પેલેવલ- 14ને અનુરૂપ સેલરી મળશે.

    આસિસ્ટન્ટ ડિરેકટર:- સેન્ટ્રલ હિન્દી ટ્રેનિંગ ઇન્સ્ટિટ્યુટમાં આસિસ્ટન્ટ ડિરેકટર માટે મુખ્ય વિષય હિન્દી સાથે કે હિન્દી મીડિયમમાં ડિગ્રી હોવી જોઇએ. વય મર્યાદા:- 35 વર્ષ, 7મા સીપીસી મુજબ પે સ્કેલ 10ને અનુરૂપ સેલરી.

    આસિસ્ટન્ટ સ્ટોર ઓફિસર :- મિનિસ્ટ્રી ઓફ માઇન્સમાં આસિસ્ટન્ટ સ્ટોર ઓફિસર માટે ઇકોનોમિક્સ કે કોમર્સ કે સ્ટેટેસ્ટિક્સ કે બિઝનેસ સ્ટડીઝ કે પબ્લિક એડમિનિસ્ટ્રેશનમાં બેચલર કે માસ્ટર ડિગ્રી કરી હોવી જોઇએ. મટીરીયલ્સ મેનેજમેન્ટ કે વેરહાઉસિંગ મેનેજમેંટ કે પર્ચેસિંગ લોજિસ્ટિક્સ કે પબ્લિક પ્રોક્યોરમેન્ટમાં ડિપ્લોમા કર્યું હોવું જોઇએ. પે મેટ્રિકલ લેવલ -7ને અનુરૂપ સેલરી મળશે. વય મર્યાદા 30 વર્ષ.

    રીડર:- ઇન્ડિયન ઇન્સ્ટિટ્યુટ ઓફ હેન્ડલૂમ ટેકનોલોજીએ ઓફિસ ઓફ ધ ડેવલપમેન્ટ કમિશનર ફોર હેન્ડલૂમમાં રીડરની પોસ્ટ માટે ટેક્સટાઇલ પ્રોસેસિંગ કે ટેક્સટાઇલ કીમેસ્ટ્રીમાં બીઇ કર્યું હોવું જોઇએ. ઉમેદવારની ઉંમર 40 વર્ષ સુધી હોવી જોઇએ. પસંદગી પામનારા ઉમેદવારને પે મેટ્રિક્સ લેવલ -11 ને અનુરૂપ સેલરી મળશે. 

    એપ્લિકેશન ફી:- ઉમેદવારોએ રૂ. 25 એપ્લિકેશન ફી ભરવાની રહેશે. ફી ભરવામાં વિઝા/માસ્ટર ક્રેડિટ/ડેબિટ કાર્ડનો ઉપયોગ કરી શકાશે. એસસી, એસટી, પીડબ્લ્યુ, મહિલા ઉમેદવારો માટે કોઇ પણ પ્રકારની ફી નથી. 

    આ રીતે અરજી કરો:- ઓફિશિયલ વેબસાઇટ upsc.gov.in ના માધ્યમથી ઓનલાઇન રિક્રુટમેન્ટ એપ્લિકેશન જમા કરાવી શકાશે. સૌ પ્રથમ  upsc.gov.in પર જવું. ત્યારબાદ હોમ પેજ પર ‘UPSC Recruitment 2022 notification’ લિંક પર ક્લિક કરવું. હવે જે પોસ્ટ માટે અરજી કરવા માગો છો, તેની પર ક્લિક કરી એપ્લિકેશન ફોર્મ ભરી શકાશે. ફોર્મ ભર્યા પછી અરજી ફી ભરવાની રહેશે. હવે ફોર્મ સબમિટ કરી 

  • ભારત ઇલેકટ્રોનિક્સ લિમિટેડમાં ટ્રેની, પ્રોજેકટ એન્જિનિયરની 150 વેકેન્સી

    અંતિમ તારીખ – ઉમેદવારો 3 ઓગસ્ટ સુધીમાં ઓનલાઇન અરજી કરી શકશે.

    ભારત ઇલેકટ્રોનિક્સ લિમિટેડમાં એન્જિનિયરની 150 ખાલી જગ્યા ભરવા માટે અરજીઓ મંગાવી છે. તેમાં ટ્રેની એન્જિનિયરની 80, પ્રોજેકટ એન્જિનિયરની 70 પોસ્ટ છે. અરજી કરવાની અંતિમ તારીખ 3 ઓગસ્ટ છે. આ ભરતીનો કોન્ટ્રાક્ટ આધારિત હશે.

    શૈક્ષણિક યોગ્યતા:- એઆઇસીટીઇમાંથી માન્યતા પ્રાપ્ત યુનિવર્સિટીમાંથી ચાર વર્ષનું બીએસસી  એન્જિનિયરિંગ કે બીઇ કે બીટેક.( એન્જિનિયરિંગ સબ્જેકટસ: ઇલેકટ્રોનિક્સ/ઇલેકટ્રોનિક્સ એન્ડ કોમ્યુનિકેશન્/ઇલેકટ્રોનિક્સ એન્ડ ટેલિકોમ્યુનિકેશન/કમ્યુનિકેશન/મિકેનિકલ/ઇલેકટ્રિકલ/ઇલેકટ્રીકલ એન્ડ ઇલેકટ્રોનિક્સ/કમ્પ્યુટર સાયન્સ એન્જિનિયરિંગ, ડિગ્રીમાં ઓછામાં ઓછા 55 ટકા માર્ક્સ હોવા જરૂરી. એસસી/એસટી, દિવ્યાંગ ઉમેદવારો માટે પાસ હોવું જરૂરી.

    અનુભવ:- ટ્રેની એન્જિનિયર માટે છ મહિનાનો અનુભવ અને પ્રોજેકટ એન્જિનિયર માટે બે વર્ષનો અનુભવ માંગવામાં આવ્યો છે.  

    એપ્લિકેશન ફી:- જનરલ, ઇસબ્લ્યુએસ, ઓબીસી ઉમેદવારોએ પ્રોજેકટ એન્જિનિયરની પોસ્ટ માટે રૂ. 472, ટ્રેની એન્જિનિયરની પોસ્ટ માટે રૂ. 177 ફી ભરવાની રહેશે. જ્યારે એસસી, એસટી, દિવ્યાંગ ઉમેદવારોએ કોઇ ફી ભરવાની નથી.

    સેલેરી:- ટ્રેની એન્જિનિયરને શરૂઆતમાં પ્રતિમાસ રૂ. 30 હજાર જ્યારે પ્રોજેકટ એન્જિનિયરને મહિને રૂ. 40 હજાર સુધી સેલેરી મળશે.  

    પસંદગી પ્રક્રિયા:- લેખિત પરીક્ષા અને ઇન્ટરવ્યુના માધ્યમથી યોગ્ય ઉમેદવારની પસંદગી કરવામાં આવશે.
