GPSSB Talati Sammati Patra 2023: ગુજરાત પંચાયત સેવા પસંદગી મંડળ દ્વારા તલાટી ની પરીક્ષા જે 30 એપ્રિલના રોજ નક્કી કરવામાં આવી હતી, તેમાં હવે ફેરફાર કરવામાં આવ્યો છે. પરીક્ષા 7 મેના રોજ ફરીથી નક્કી કરવામાં આવી છે. આજે મંત્રી ઋષિકેશ પટેલે આ સંદર્ભમાં એક જાહેરનામું બહાર પાડીને પરીક્ષાની તારીખમાં ફેરફાર અંગે માહિતી આપી હતી. આ બાબતે અનોખું પાસું એ છે કે યોગ્ય પરીક્ષા કેન્દ્રોની અછતને કારણે તલાટીની તારીખ ફરીથી શેડ્યૂલ કરવી પડી હતી. આ અગાઉ તલાટીની પરીક્ષા તારીખ 30 એપ્રિલ નક્કી કરેલ હતી જે આજ રોજ આયોજિત તલાટી કસોટી ફરીથી શેડ્યૂલ કરવામાં આવી છે. પરીક્ષા 7 મેના રોજ ફરીથી નક્કી કરવામાં આવી છે.
તલાટીની પરીક્ષા 7 મેં ના રોજ લેવાશે
- હવે પરીક્ષા 30મી એપ્રિલ નહીં પરંતુ 7 મેના રોજ લેવાશે.
- તલાટીની પરીક્ષા માટે મહત્વનો નિર્ણય
- જેમણે પરીક્ષા આપવી છે તેમણે કંફર્મેશન આપવુ પડશે
- કંફર્મેશન નહી હોય તેવા ઉમેદવારો પરીક્ષા નહી આપી શકે

સંસ્થાનું નામ ગુજરાત પંચાયત સેવા પસંદગી બોર્ડ (GPSSB) પોસ્ટનું નામ તલાટી કમ મંત્રી તલાટીની નવી પરીક્ષા તારીખ 7મી મે, 2023 સત્તાવાર વેબસાઇટ gpssb.gujarat.gov.in ગુજરાત પંચાયત વિભાગ દ્વારા ગત ૦૯-૦૪-૨૦૨૩ ના રોજ જુનીયર ક્લાર્ક ની પરીક્ષા નું આયોજન કરેલ હતું જેમાં કુલ ૩,૯૧,૭૩૬ વિદ્યાર્થીઓ એ આ પરીક્ષા આપેલ હતી જેમાં મોટા પાયે વિધાર્થીઓ ગેર હાજર રહેલ હતા, આથી આ આવનાર તલાટી ની પરીક્ષા માટે પંચાયત વિભાગ દ્વારા નક્કી કરવામાં આવેલ છે કે દરેક ઉમેદવારે પરીક્ષા આપવા માટે કન્ફર્મેશન આપવું પડશે. જે વિધાર્થીઓ કન્ફર્મેશન નહિ આપે તેમને પરીક્ષા આપવા દેવામાં આવશે નહિ. ઉલ્લેખનીય છે કે ગત પરીક્ષા માં માત્ર ૪૧% ઉમેવારો એ જુનીયર ક્લાર્ક ની પરીક્ષા આપેલ હતી.
પંચાયત મંડળ દ્વારા તલાટી મંત્રી અને જુનિયર કલાર્ક ની ૩૪૩૭ વિવિધ જગ્યાઓ માટે ફેબ્રુઆરી ૨૦૨૨ માં હાલની ભરતી ના ફોર્મ ભરાયેલ છે. પણ આ ભરતીની પરીક્ષા હજુ સુધી લેવામાં આવી નથી. ગુજરાતમાં 30 એપ્રિલના રોજ યોજાનારી તલાટીની પરીક્ષા પાછી ઠેલાઈ છે. જેમાં પરીક્ષા હવે 7 મેના રોજ યોજાશે

લોકરક્ષક ભરતીની આખરી પસંદગી યાદી તા.૨૫.૧૦.૨૦૨૨, તા.૨૮.૧૦.૨૦૨૨, તા.૩૦.૧૦.૨૦૨૨ તથા તા.૦૨.૧૧.૨૦૨૨ના રોજ જાહેર કરવામાં આવેલ. જેમાં જાતિ પ્રમાણપત્રોની ખરાઇ/ચકાસણી બાકી હતી તેવા પોતાની કેટેગીરીમાં પસંદગી પામતા ઉમેદવારોનું પરિણામ જાહેર કરવામાં આવેલ ન હતું.
જાતિના પ્રમાણપત્રની ચકાસણી/ખરાઇ થઇ આવેલ ન હોવાના કારણે બાકી રહેલ ઉમેદવારોના જાતિ પ્રમાણપત્રો સંબંધિત વિભાગ તરફથી જેમ જેમ ચકાસણી/ખરાઇ થઇ આવશે તેમ તેમ તે ઉમેદવારોની યાદી પોલીસ મહાનિદેશક અને મુખ્ય પોલીસ અધિકારીશ્રીની કચેરી, ગાંધીનગર તરફ આગળની કાર્યવાહી સારૂ મોકલી આપવામાં આવશે. હાલમાં ચાલી રહેલ ચૂંટણી આચાર સંહિતાને ધ્યાને લઇ, આ અંગેની વિગતો વેબસાઇટ ઉપર જાહેર કરવામાં આવશે નહીં. જેની તમામ ઉમેદવારોએ નોંધ લેવી.
વધુમાં ઉમેદવારોને જણાવવાનું કે, ૫રિણામ જાહેર કરી ડી.જી.પી.શ્રીની કચેરીને મોકલ્યા બાદ આગળની કાર્યવાહી તે કચેરી ઘ્વારા કરવાની થતી હોઇ તે અંગેની માહિતી બોર્ડ ઘ્વારા આપી શકાશે નહીં.

લોકરક્ષક ભરતીની આખરી પસંદગી યાદી તા.૨૫.૧૦.૨૦૨૨, તા.૨૮.૧૦.૨૦૨૨ તથા તા.૩૦.૧૦.૨૦૨૨ના રોજ જાહેર કરવામાં આવેલ. જેમાં જાતિ પ્રમાણપત્રોની ખરાઇ/ચકાસણી બાકી હતી તેવા પોતાની કેટેગીરીમાં પસંદગી પામતા ઉમેદવારોનું પરિણામ જાહેર કરવામાં આવેલ ન હતું.
જાતિના પ્રમાણપત્રની ચકાસણી/ખરાઇ થઇ આવેલ ન હોવાના કારણે બાકી રહેલ ઉમેદવારો પૈકી અનુસૂચિત જનજાતિ (ST)ના કુલ-૨૨૫ ઉમેદવારોના જાતિ પ્રમાણપત્રો આખરી પરિણામ જાહેર થયા બાદ માન્ય થઇ આવેલ છે. જે પૈકી કુલ-૧૬૭ ઉમેદવારોનો આખરી પસંદગી યાદીમાં સમાવેશ થાય છે. આ અંગે હવે પછીની કાર્યવાહી પોલીસ મહાનિદેશક અને મુખ્ય પોલીસ અધિકારીશ્રીની કચેરી દ્વારા કરવામાં આવશે.

:: તા. ૧૭.૦૯.ર૦રર :: EWS ઉમેદવારો માટેની સૂચના
લોકરક્ષક ભરતીની દસ્તાવેજ ચકાસણી દરમ્યાન EWS કેટેગરીના કેટલાક ઉમેદવારોએ એવી રજૂઆત કરેલ કે તેઓએ જે તે વખતે EWS પાત્રતા પ્રમાણ૫ત્ર મેળવવા માટે સક્ષમ અઘિકારીને અરજી કરેલ. ૫રંતુ સક્ષમ અઘિકારીએ પાત્રતા પ્રમાણ૫ત્ર આ૫વાને બદલે બિનઅનામત વર્ગના હોવાનું પ્રમાણ૫ત્ર આપેલ હતું. ઉમેદવારે પાત્રતા પ્રમાણ૫ત્ર માટે જ અરજી કરેલ હોઇ તેઓએ તેને પાત્રતા પ્રમાણ૫ત્ર માની પોતાની પાસે રાખેલ અને લોકરક્ષક ભરતીની દસ્તાવેજ ચકાસણી વખતે રજૂ કરેલ. ૫રંતુ દસ્તાવેજ ચકાસણી વખતે તેમનું આવું પ્રમાણ૫ત્ર માન્ય રાખવામાં ન આવતાં તેઓએ જે તે સક્ષમ અઘિકારીનો સં૫ર્ક કરી સક્ષમ અઘિકારીએ તેઓને એવો ૫ત્ર આપેલ કે, ઉમેદવારે પાત્રતા પ્રમાણ૫ત્ર મેળવવા માટે અરજી કરેલ અને ઉમેદવારને પાત્રતા પ્રમાણ૫ત્ર મળવાપાત્ર હતું. ૫રંતુ તે પ્રમાણ૫ત્ર આ૫વાને બદલે કચેરી ઘ્વારા તેઓને બિનઅનામત વર્ગના હોવાનું પ્રમાણ૫ત્ર આ૫વામાં આવેલ છે અને હવે તે તારીખનું પાત્રતા પ્રમાણ૫ત્ર આપી શકાય તેમ નથી.
અત્યાર સુઘી ભરતી બોર્ડને મળેલ કુલ-૪ ઉમેદવારોના કિસ્સામાં ઉમેદવારે રજૂ કરેલ ૫ત્રો તા.૧૬.૯.ર૦રર ના રોજ મળેલ ભરતી બોર્ડની બોર્ડ બેઠકમાં વંચાણે લેવામાં આવતાં આ ૦૪ ઉમેદવારોના કિસ્સામાં સક્ષમ અઘિકારીએ તેઓએ જે તે વખતે EWS પ્રમાણ૫ત્ર માટે અરજી કરેલ અને તેઓ પાત્રતા ઘરાવતા હતાં ૫રંતુ તેઓને તેની જગ્યાએ બિનઅનામત વર્ગનું પ્રમાણ૫ત્ર આ૫વામાં આવેલ, તેવું ૫ત્રમાં જણાવેલ છે અને તે તારીખની ખરાઇ કરતાં જો આ EWS નું પાત્રતા પ્રમાણ૫ત્ર આ૫વામાં આવેલ હોત તો તે તા.૯.૧૧.ર૦ર૧ ના રોજ માન્ય ગણવાપાત્ર હતું. જે બાબતને ઘ્યાને લઇ આવા ઉમેદવારોના કિસ્સામાં તેઓને EWS માટે પાત્ર ગણવાનો ભરતી બોર્ડે નિર્ણય કરેલ છે.
જો આવા અન્ય કોઇ ઉમેદવારોએ દસ્તાવેજ ચકાસણી કેન્દ્ર ૫ર આવો ૫ત્ર રજૂ કરેલ હોય અથવા રજૂ કરવા માટે સમય માંગેલ હોય અને જો તેમને સમય આ૫વામાં આવેલ ન હોય તેવા ઉમેદવારોને સક્ષમ અઘિકારીનો આ ૫ત્ર તથા તેઓ બિનઅનામત વર્ગના છે, તેવું જે તે વખતે તેઓને આ૫વામાં આવેલ પ્રમાણ૫ત્ર રજૂ કરવાની તક આ૫વાનો ભરતી બોર્ડે નિર્ણય કરેલ હોઇ આવા ઉમેદવારોએ આ બંને મૂળ દસ્તાવેજો તથા તેની સ્વપ્રમાણિત નકલ સાથે ભરતી બોર્ડની કચેરીએ તા.ર૩.૯.ર૦રર ના રોજ સવારે ૧૧.૦૦ કલાકે હાજર રહેવા જણાવવામાં આવે છે. આ તારીખ અને સમયે હાજર ન રહેનાર ઉમેદવારને આ અંગે ભવિષ્યમાં તક મળવાપાત્ર રહેશે નહીં.
EWS ઉમેદવારો માટેની સૂચના
લોકરક્ષક ભરતીની દસ્તાવેજ ચકાસણી દરમ્યાન કેટલાક EWS કેટેગરીના ઉમેદવારોએ ગુજરાત સરકારની સેવાઓમાં EWS નો લાભ લેવા માટેના ઠરાવ ક્રમાંક ઇ.ડબલ્યુ.એસ./૧રર૦૧૯/૪૫૯૦૩/અ, તા.ર૫.૧.ર૦૧૯ મુજબ રજૂ કરવાનું થતું પાત્રતા પ્રમાણ૫ત્રને બદલે ભારત સરકારની સેવાઓમાં ૧૦% EWS અનામતનો લાભ લેવા માટે ગુજરાત સરકારના ઠરાવ ક્રમાંક ઇડબલ્યુએસ/૧રર૦૧૯/૪૫૯૦૩/અ, તા.૧૧.ર.ર૦૧૯ માં દર્શાવ્યા મુજબનું ઇનકમ એન્ડ એસેટ પ્રમાણ૫ત્ર રજૂ કરેલ અને તેઓએ એવી રજૂઆત કરેલ કે, તેઓ ગુજરાત સરકાર અને ભારત સરકારના EWS ના અલગ અલગ પ્રમાણ૫ત્રની આવશ્યકતા છે, તે બાબતથી વાકેફ ન હોવાને કારણે તેઓએ ભારત સરકારનું ઇનકમ અને એસેટ પ્રમાણ૫ત્ર માન્ય રહેશે, તેમ માની તેઓએ ગુજરાત સરકારનું પાત્રતા પ્રમાણ૫ત્ર મેળવેલ નથી. જેથી ભારત સરકારની સેવાઓ માટેની EWS પાત્રતા ગુજરાત સરકારની સેવાઓ કરતાં વઘુ હોઇ તે માન્ય રાખવું જોઇએ, તેવી રજૂઆત ઉમેદવારો તરફથી દસ્તાવેજ ચકાસણી દરમ્યાન મળેલ.
આવો પ્રશ્ન SEBC ઉમેદવારોના કિસ્સામાં ૫ણ દસ્તાવેજ ચકાસણી દરમ્યાન ઘ્યાને આવેલ અને તે અંગે સામાજિક ન્યાય અને અઘિકારીતા વિભાગનો ૫રામર્શ કરતાં જણાઇ આવેલ કે ભૂતકાળમાં SEBC ઉમેદવારોના કિસ્સામાં ગુજરાત સરકારની સેવા માટેના નોન-ક્રીમીનલ પ્રમાણ૫ત્રને બદલે ભારત સરકારનું નોન-ક્રીમીનલ પ્રમાણ૫ત્ર રજૂ કરવામાં આવેલ, તે સ્વીકારવામાં ન આવતાં કેટલાક કિસ્સાઓમાં કોર્ટ કેસો થયેલ, જેમાં નામ.કોર્ટ ઘ્વારા તેનો સ્વીકાર કરવા માટેના આદેશો થયેલ. તેને ઘ્યાનમાં રાખી સામાજિક ન્યાય અને અઘિકારીતા વિભાગ ઘ્વારા SEBC ઉમેદવારો માટે ભારત સરકાર માટેનું નોન-ક્રીમીનલ પ્રમાણ૫ત્ર જો તેઓની જાતિનો સમાવેશ ગુજરાત સરકારની SEBC જાતિમાં થતો હોય તો તેનો સ્વીકાર કરવાની સૂચના વિભાગના ઠરાવ ક્રમાંક સશ૫/૧રર૦૧૭/૧ર૪૩૮ર/અ, તા.૧૮.૮.ર૦૧૭ થી બહાર પાડવામાં આવેલ.
આ બાબત ઘ્યાનમાં લઇ સામાજિક ન્યાય અને અઘિકારીતા વિભાગને EWS ના કિસ્સામાં ૫ણ યોગ્ય સૂચના બહાર પાડવા માટે અત્રેથી ૫ત્ર લખવામાં આવેલ. ૫રંતુ તે અંગે સૂચનાઓ બહાર પાડવામાં વિલંબ થઇ શકે તેમ હોઇ આ અંગે સામાજિક ન્યાય અને અઘિકારીતા વિભાગ સાથે જરૂરી ૫રામર્શ કરતાં નીચે મુજબની બાબતો ઘ્યાને આવેલ છે.
(૧) ગુજરાત સરકારની સેવાઓમાં ૧૦% EWS અનામતનો લાભ લેવા માટેના પાત્રતા પ્રમાણ૫ત્ર માટે ગુજરાત સરકારના ઠરાવ ક્રમાંક ઇડબલ્યુએસ/૧રર૦૧૯/૪૫૯૦૩/અ, તા.ર૩.૧.ર૦૧૯ થી નીચે મુજબની શરતો જણાવેલ છે.
• જે ઉમેદવારોનો ગુજરાત સરકારની SC, ST, SEBC જાતિમાં સમાવેશ થતો ન હોય, ફકત તેવા જ ઉમેદવારોને ગુજરાત સરકારની સેવાઓમાં EWS ની પાત્રતા મળવાપાત્ર છે.
• ગુજરાત સરકારની EWS ની પાત્રતા માટે ઉમેદવારના ૫રિવારની આવક મર્યાદા વાર્ષિક રૂા.૮.૦૦ લાખથી ઓછી હોવી જોઇએ.
• ગુજરાત સરકારની EWS ની પાત્રતા માટે ઉમેદવારનો ૫રિવાર મૂળ ગુજરાતના વતની હોવા જરૂરી છે અથવા તેઓ તા.૧.૪.૧૯૭૮ પૂવેર્થી ગુજરાતમાં વસવાટ કરતાં હોવા જરૂરી છે.
(ર) જયારે ભારત સરકારની સેવાઓમાં EWS ની અનામતનો લાભ લેવા માટે ઉમેદવાર SC, ST, OBC જાતિના નથી તથા તેમની આવકના સંદર્ભમાં નીચેની લાયકાત જરૂરી છે. (સામાજિક ન્યાય અને અઘિકારીતા વિભાગનો ઠરાવ ક્રમાંક ઇડબલ્યુએસ/૧રર૦૧૯/૪૫૯૦૩/અ, તા.૧૧.ર.ર૦૧૯)
(1) Persons who are not covered under the existing scheme of reservation for the Scheduled Castes, the Scheduled Tribes and Other Backward Classes and whose family has gross annual income below Rs.8.00 lakh (Rs. Eight Lakhs only) are to be identified as Economically Weaker Sections for the benefit of reservation. The income shall Include the income from all sources Le. salary, agriculture, business, profession etc. and it will be income for the financial year prior to the year of application.
(2) Also persons whose family owns or possesses any of the following assets shall be excluded from being identified as Economically Weaker Sections, irrespective of the family income:
(i) 5 acres of agricultural land and above;
(ii) Residential flat of 1000 sq. ft. and above;
(ii) Residential plot of 100 sq. yards and above in notified municipalities,
(lv) Residential plot of 200 sq. yards and above in areas other than the notified municipalities.
(3) The property held by a “Family” in different locations or different places/cities would be clubbed while applying the land or property holding test to determine Economically Weaker Sections status.
(4) The term “Family” for this purpose will include the person who seeks benefit of reservation, his/her parents and siblings below the age of 18 years as also his/her spouse and children below the age of 18 years.
આમ, ભારત સરકારની સેવાઓમાં EWS નો લાભ લેવા માટે જેને ઇનકમ એન્ડ એસેટ પ્રમાણ૫ત્ર મેળવેલ છે અને તેમાં જણાવેલ શરતોમાં આવકના સંદર્ભમાં ગુજરાત સરકારના EWS પાત્રતા પ્રમાણ૫ત્રની શરતોનો સમાવેશ થઇ જતો હોઇ આવકના સંદર્ભમાં ઇનકમ એન્ડ એસેટ પ્રમાણ૫ત્ર સ્વીકારી શકાય. ૫રંતુ ભારત સરકારની OBC ની જાતિઓ ગુજરાત સરકારની SEBC જાતિઓથી અલગ હોઇ ગુજરાત સરકારની EWS નો લાભ માત્ર તેવી જાતિઓના ઉમેદવારને જ મળી શકે જેનો સમાવેશ SC, ST, SEBC માં થયેલ ન હોય. જેથી ઇનકમ એન્ડ એસેટ પ્રમાણ૫ત્ર રજૂ કરનાર ઉમેદવારના કિસ્સામાં આ બાબતની ખરાઇ કરવાની રહેશે.
ઉ૫રાંત આવા ઉમેદવારો ગુજરાતના મૂળ રહેવાસી હોય અથવા તો તા.૧.૪.૧૯૭૮ પૂર્વેથી ગુજરાતમાં વસવાટ કરતાં હોય તેની ૫ણ ખરાઇ કરવાની રહે.
આમ, દસ્તાવેજ ચકાસણી દરમ્યાન ગુજરાત સરકારના પાત્રતા પ્રમાણ૫ત્રને બદલે ભારત સરકારની સેવાઓ માટેનું ઇનકમ એન્ડ એસેટ પ્રમાણ૫ત્ર રજૂ કરનાર ઉમેદવારોના કિસ્સામાં આ બાબતની ખરાઇ કરવા માટેની દસ્તાવેજ ચકાસણી લોકરક્ષક ભરતી બોર્ડની કચેરીએ તા.ર૩.૯.ર૦રર ના રોજ સવારે ૧૧.૦૦ કલાકે રાખવામાં આવેલ છે.
જેથી આવા ઉમેદવારોએ નીચેના દસ્તાવેજો સાથે હાજર રહેવાનું રહેશે.
(૧) ઉમેદવારો ગુજરાત સરકારના બિનઅનામત વર્ગના હોવા અંગેનું પ્રમાણ૫ત્ર
(ર) ભારત સરકારની સેવાઓ માટે ૧૦% અનામત માટે ઉમેદવારોને આ૫વામાં આવેલ ઇનકમ એન્ડ એસેટ પ્રમાણ૫ત્ર
(૩) ઉમેદવારનું શાળા છોડયાનું પ્રમાણ૫ત્ર
(૪) ઉમેદવારનું કુટુંબ તા.૧.૪.૧૯૭૮ ૫હેલાં ગુજરાતમાં વસવાટ કરી રહેલ છે, તેના પુરાવા માટે ઉમેદવારના પિતા તા.૧.૪.૧૯૭૮ પૂર્વે શાળામાં દાખલ થયા હોય તેવો ઉલ્લેખ હોય તેવું શાળા છોડયાનું પ્રમાણ૫ત્ર
(૫) ઉમેદવારના પિતાના કિસ્સામાં આવું પ્રમાણ૫ત્ર ઉ૫લબ્ઘ ન હોય તો ઉમેદવારના પિતૃ૫ક્ષમાંથી કાકા, દાદા, ફોઇ વગેરેનું શાળા છોડયાનું પ્રમાણ૫ત્ર તથા ઉમેદવારનો તેમની સાથે સંબંઘ ઘરાવતું પેઢીનામું રજૂ કરવાનું રહેશે.
(૬) જો આ પ્રમાણ૫ત્ર ઉમેદવાર પાસે ઉ૫લબ્ઘ ન હોય તો ઉમેદવાર ગુજરાતમાં તા.૧.૪.૧૯૭૮ ૫હેલાંથી વસવાટ કરતાં હોય તે અંગે કયા પુરાવા રજૂ કરી શકાય તે અંગે SEBC ઉમેદવારોના કિસ્સામાં સામાજિક ન્યાય અને અઘિકારીતા વિભાગ ઘ્વારા બહાર પાડવામાં આવેલ એનેક્ષર-૧ આ સાથે બિડાણે રાખેલ છે, જે જોઇ લેવા જણાવવામાં આવે છે. ઉમેદવારોને જાણ કરવાની કે, આ એનેક્ષર SEBC ઉમેદવારો માટેનું છે. ૫રંતુ તેઓના કિસ્સામાં ૫ણ તેઓ તા.૧.૪.૧૯૭૮ પૂર્વે ગુજરાતમાં રહેતા હોવાના પુરાવા રજૂ કરવા માટે આ સૂચનાઓ બહાર પાડેલ હોઇ ઉમેદવારને માર્ગદર્શન મળે તે માટે એનેક્ષર હોઇ મુકવામાં આવેલ છે.
જો કોઇ ઉમેદવારે દસ્તાવેજ ચકાસણી દરમ્યાન પોતાનું ઇનકમ એન્ડ એસેટ પ્રમાણ૫ત્ર રજૂ કરેલ હોય ૫રંતુ દસ્તાવેજ ચકાસણી કેન્દ્ર ઘ્વારા તે પ્રમાણ૫ત્ર સ્વીકારવામાં આવેલ ન હોય તો તેવા ઉમેદવારો ૫ણ તા.ર૩.૯.ર૦રર ના રોજ સવારે ૧૧.૦૦ કલાકે ભરતી બોર્ડની કચેરી ખાતે હાજર રહી ઉ૫ર મુજબના પ્રમાણ૫ત્રો રજૂ કરી શકશે. તા.ર૩.૯.ર૦રર ના રોજ સવારે ૧૧.૦૦ કલાકે ઉ૫રોકત દસ્તાવેજો સાથે ભરતી બોર્ડની કચેરીએ હાજર ન રહેનાર ઉમેદવારને તે ૫છી કોઇ તક મળવાપાત્ર રહેશે નહીં.

EWS કેટેગરીના કેટલાક ઉમેદવારો ઘ્વારા EWS ના પાત્રતા પ્રમાણ૫ત્રને બદલે તેઓ બિનઅનામત વર્ગના હોવાનું પ્રમાણ૫ત્ર રજૂ કરેલ અને રજૂઆત કરેલ છે કે તેઓએ જે તે વખતે આવકનો દાખલો વગેરે રજૂ કરી પાત્રતા પ્રમાણ૫ત્ર મેળવવા માટે અરજી કરેલ. ૫રંતુ મામલતદાર કચેરીમાંથી ભૂલથી પાત્રતા પ્રમાણ૫ત્રને બદલે બિનઅનામત વર્ગના હોવાનું પ્રમાણ૫ત્ર આપેલ અને ઉમેદવારે પાત્રતા પ્રમાણ૫ત્રની અરજી કરેલ હોઇ તેઓએ માની લીઘું કે તેઓને તે જ પ્રમાણ૫ત્ર આ૫વામાં આવેલ છે.
આ અંગે તેઓએ જે તે મામલતદાર કચેરીમાંથી એક એવો ૫ત્ર ૫ણ રજૂ કરેલ છે જેમાં જણાવવામાં આવેલ છે કે, તેઓને પાત્રતા પ્રમાણ૫ત્ર મળવાપાત્ર હતું. ૫રંતુ હાલમાં તે તારીખની સ્થિતિનું EWS પાત્રતા પ્રમાણ૫ત્ર કાઢી શકાય તેમ નથી.
મામલતદારના આ ૫ત્ર ૫રથી એવું જણાય છે કે, ઉમેદવારે પાત્રતા પ્રમાણ૫ત્રની અરજી કરેલ હતી અને તેઓને પાત્રતા પ્રમાણ૫ત્ર મળવાપાત્ર હતું. ૫રંતુ મામલતદાર કચેરીની ભૂલને કારણે તેઓને બિનઅનામત વર્ગનું પ્રમાણ૫ત્ર આ૫વામાં આવેલ.
આવા ઉમેદવારોની કેટલીક અરજીઓ ભરતી બોર્ડને મામલતદારના આ પ્રકારના ૫ત્ર સાથે મળેલ છે. જેથી આવા ઉમેદવારોના કિસ્સામાં શું થઇ શકે તે અંગે સામાજિક ન્યાય અને અઘિકારીતા વિભાગમાં માર્ગદર્શન મેળવવાનું ભરતી બોર્ડે નકકી કરેલ છે. આથી જે કિસ્સામાં આવું થયેલ હોય અને ઉમેદવારને મામલતદાર ઘ્વારા આ સાથે બીડયા મુજબનો ૫ત્ર આ૫વામાં આવેલ હોય તે કિસ્સામાં ઉમેદવાર ભરતી બોર્ડને અરજી કરશે તો તે તમામ કિસ્સામાં સામાજિક ન્યાય અને અઘિકારીતા વિભાગનું માર્ગદર્શન મેળવી તેના આઘારે ભરતી બોર્ડ આગળની કાર્યવાહી કરશે.
ઉમેદવાર ભરતી બોર્ડને અરજી કરે તેનો અર્થ એ નથી કે ઉમેદવારને EWS નો લાભ મળશે. સામાજિક ન્યાય અને અઘિકારીતા વિભાગ ઘ્વારા જે નિર્ણય કરવામાં આવશે, તેનો ભરતી બોર્ડ ઘ્વારા અમલ કરવામાં આવશે.
ઉમેદવારોએ અરજી સાથે તેઓને જે પ્રમાણ૫ત્ર આ૫વામાં આવેલ છે, તેની સ્વપ્રમાણિત નકલ તથા મામલતદાર ઘ્વારા તેઓને આ૫વામાં આવેલ ૫ત્ર રજૂ કરવાનો રહેશે. આ બંને દસ્તાવેજ બીડેલ નહીં હોય તે અરજીઓ ઘ્યાને લેવામાં આવશે નહીં.

SEBC ઉમેદવારો માટેની સૂચના
તા.૪.૯.ર૦રર ના રોજ લોકરક્ષક ભરતી બોર્ડની વેબસાઇટ ૫ર નીચે મુજબની સૂચના બહાર પાડવામાં આવેલ.
લોકરક્ષક ભરતી માટેની દસ્તાવેજ ચકાસણી તા.૨૯.૦૮.૨૦૨૨થી શરૂ કરવામાં આવેલ છે. જેમાં સામાજીક અને શૈક્ષણિક રીતે પછાત વર્ગ(SEBC)ના કેટલાક ઉમેદવારો દ્વારા ભારત સરકારમાં સામાજીક અને શૈક્ષણિક રીતે પછાત વર્ગના ઉમેદવારોને નોકરી માટેનું Annexure-A મુજબનું અંગ્રેજીમાં ઇશ્યુ કરવામાં આવેલ ઉન્નતવર્ગમાં સમાવેશ થતો નથી તે અંગેનું પ્રમાણપત્ર રજુ કરવામાં આવે છે. તા.૦૩.૦૯.૨૦૨૨ સુધીની દસ્તાવેજ ચકાસણી દરમ્યાન ઉમેદવારોએ રજુ કરેલ આવા પ્રમાણપત્રોને અમાન્ય ગણવામાં આવેલ હતા. પરંતુ, ગુજરાત સરકારશ્રીના સામાન્ય વહિવટ વિભાગનો તા.૧૮.૦૮.૨૦૧૭નો ઠરાવ ક્રમાંકઃસશપ/૧૨૨૦૧૭/૧૨૪૩૮૨/અ ધ્યાને આવતા, આ ઠરાવમાં આવા અંગેજી પ્રમાણપત્રમાં દર્શાવવામાં આવેલ જાતિ ગુજરાત સરકારશ્રીની સામાજીક અને શૈક્ષણીક રીતે પછાત વર્ગની કુલ-૧૪૬ જાતી પૈકીની હોય તો ભારત સરકારમાં સામાજીક અને શૈક્ષણિક રીતે પછાત વર્ગના ઉમેદવારોને નોકરી માટેનું Annexure-A મુજબનું અંગ્રેજીમાં ઇશ્યુ કરવામાં આવેલ પ્રમાણપત્ર માન્ય ગણવા જણાવેલ છે. જેથી લોકરક્ષક ભરતીની દસ્તાવેજ ચકાસણીમાં પણ તા.૦૯.૧૧.૨૦૨૧ સુધીમાં ઇશ્યુ કરવામાં આવેલ આવા પ્રમાણપત્રો માન્ય ગણવાની કાર્યવાહી કરવામાં આવશે.
દસ્તાવેજ ચકાસણી સમયે જો ઉમેદવારો પાસેથી આવા અંગ્રેજી પ્રમાણપત્રો મેળવવામાં આવેલ હશે તો તેને માન્ય ગણી જે તે ઉમેદવારને જાણ કરવામાં આવશે અને જો દસ્તાવેજ ચકાસણી સમયે મેળવવામાં આવેલ નહી હોય તો રજુ કરવાની તક આપવામાં આવશે.
ત્યારબાદ દસ્તાવેજ ચકાસણી કેન્દ્રો ૫ર ચકાસણી કરતાં નીચેના ચાર ઉમેદવારોને ભારત સરકારનું એનેક્ષર-એ મુજબનું પ્રમાણ૫ત્ર માન્ય રાખવામાં આવેલ ન હતું, જે માન્ય રાખવાપાત્ર હતું. તે માન્ય રાખતાં આ ઉમેદવારોને હવે SEBC નો લાભ મળવાપાત્ર થશે, જે ઉમેદવારોની જાણ સારું.

લોકરક્ષક ભરતી માટે દસ્તાવેજ ચકાસણીની કામગીરી તા.૨૯.૦૮.૨૦૨૨થી શરૂ કરવામાં આવેલ છે. જેમાં તા.૦૩.૦૯.૨૦૨૨ના રોજ પોલીસ હેડ કવાર્ટર, મકરબા, અમદાવાદ ગ્રામ્ય ખાતે દસ્તાવેજ ચકાસણી માટે આવેલ ઉમેદવાર દસ્તાવેજ ચકાસણી બેઠક નંબર 20006921નાઓ હાજરીપત્રકમાં સહી કરી, કોઇપણ જાતના દસ્તાવેજ જમા કર્યા વગર દસ્તાવેજ ચકાસણીમાં હાજર કોઇપણ પોલીસ અધિકારી કે દસ્તાવેજ ચકાસણી સ્ટાફને જાણ કર્યા વગર, દસ્તાવેજ ચકાસણી કેન્દ્ર છોડીને જતા રહેલ છે. જેથી તેઓ લોકરક્ષક ભરતીની દસ્તાવેજ ચકાસણીના આ તબક્કામાં ભાગ લેવા માગતા નથી તેમ માની, તેઓને ગેરહાજર ગણી લોકરક્ષક ભરતીના હવે પછીના તબક્કામાંથી બાકાત ગણવા નિર્ણય કરવામાં આવેલ છે.

દસ્તાવેજ ચકાસણીમાં હાજર રહેનાર ઉમેદવારો માટે અગત્યની સૂચના
લોકરક્ષક ભરતીની દસ્તાવેજ ચકાસણીમાં હાજર રહેનાર તમામ ઉમેદવારોને જણાવવામાં આવે છે કે, દસ્તાવેજ ચકાસણી સમયે હાજરીપત્રકમાં સહી કરી, શૈક્ષણીક પ્રમાણપત્રો, જાતિ અંગેના પ્રમાણપત્રો તથા ફોર્મ અને ઉમેદવારે રજુ કરવાનું થતુ એનેક્ષર-૩ અને એનેક્ષર-૪માં યોગ્ય વિગતો ભરી, સહી કરી, દસ્તાવેજ ચકાસણી ટીમને રજુ કરવુ ફરજિયાત છે. જો કોઇ ઉમેદવારના કિસ્સામાં અધુરા કે ખુટતા દસ્તાવેજો હોય તો દસ્તાવેજ ચકાસણી ટીમની સૂચના પ્રમાણે કાર્યવાહી કરવાની રહેશે.
જો કોઇ ઉમેદવાર એનેક્ષર-૩ અધુરા કે સહી કર્યા વગર, દસ્તાવેજ ચકાસણી ટીમને જાણ કર્યા વગર કેન્દ્ર છોડી જતા રહેશે તો તેવા ઉમેદવારને ગેરલાયક ઠરાવવા અંગેની કાર્યવાહી કરવામાં આવશે.
:: તા. ૦૪.૦૯.૨૦૨૨ :: SEBC ઉમેદવારોના બિન ઉન્નત વર્ગ(Non-Creamy layer) પ્રમાણપત્રો અંગે.
લોકરક્ષક ભરતી માટેની દસ્તાવેજ ચકાસણી તા.૨૯.૦૮.૨૦૨૨થી શરૂ કરવામાં આવેલ છે. જેમાં સામાજીક અને શૈક્ષણિક રીતે પછાત વર્ગ(SEBC)ના કેટલાક ઉમેદવારો દ્વારા ભારત સરકારમાં સામાજીક અને શૈક્ષણિક રીતે પછાત વર્ગના ઉમેદવારોને નોકરી માટેનું Annexure-A મુજબનું અંગ્રેજીમાં ઇશ્યુ કરવામાં આવેલ ઉન્નતવર્ગમાં સમાવેશ થતો નથી તે અંગેનું પ્રમાણપત્ર રજુ કરવામાં આવે છે. તા.૦૩.૦૯.૨૦૨૨ સુધીની દસ્તાવેજ ચકાસણી દરમ્યાન ઉમેદવારોએ રજુ કરેલ આવા પ્રમાણપત્રોને અમાન્ય ગણવામાં આવેલ હતા. પરંતુ, ગુજરાત સરકારશ્રીના સામાન્ય વહિવટ વિભાગનો તા.૧૮.૦૮.૨૦૧૭નો ઠરાવ ક્રમાંકઃસશપ/૧૨૨૦૧૭/૧૨૪૩૮૨/અ ધ્યાને આવતા, આ ઠરાવમાં આવા અંગેજી પ્રમાણપત્રમાં દર્શાવવામાં આવેલ જાતિ ગુજરાત સરકારશ્રીની સામાજીક અને શૈક્ષણીક રીતે પછાત વર્ગની કુલ-૧૪૬ જાતી પૈકીની હોય તો ભારત સરકારમાં સામાજીક અને શૈક્ષણિક રીતે પછાત વર્ગના ઉમેદવારોને નોકરી માટેનું Annexure-A મુજબનું અંગ્રેજીમાં ઇશ્યુ કરવામાં આવેલ પ્રમાણપત્ર માન્ય ગણવા જણાવેલ છે. જેથી લોકરક્ષક ભરતીની દસ્તાવેજ ચકાસણીમાં પણ તા.૦૯.૧૧.૨૦૨૧ સુધીમાં ઇશ્યુ કરવામાં આવેલ આવા પ્રમાણપત્રો માન્ય ગણવાની કાર્યવાહી કરવામાં આવશે.
દસ્તાવેજ ચકાસણી સમયે જો ઉમેદવારો પાસેથી આવા અંગ્રેજી પ્રમાણપત્રો મેળવવામાં આવેલ હશે તો તેને માન્ય ગણી જે તે ઉમેદવારને જાણ કરવામાં આવશે અને જો દસ્તાવેજ ચકાસણી સમયે મેળવવામાં આવેલ નહી હોય તો રજુ કરવાની તક આપવામાં આવશે.
EWS ઉમેદવારોના પાત્રતા પ્રમાણપત્રો અંગે.
લોકરક્ષક ભરતી માટેની દસ્તાવેજ ચકાસણી તા.૨૯.૦૮.૨૦૨૨થી શરૂ કરવામાં આવેલ છે. જેમાં બિન અનામતના આર્થિક રીતે નબળા વર્ગ(EWS)ના ઉમેદવારો દ્વારા ભારત સરકારની નોકરી માટે અંગ્રેજીમાં ઇશ્યુ કરવામાં આવેલ Annexure-I મુજબનું Income & Assets Certificate રજુ કરવામાં આવે છે. જેને માન્ય ગણવામાં આવેલ નથી. પરંતુ, ઉમેદવારો તરફથી મળેલ રજુઆતો ધ્યાને લઇ, આ પ્રમાણપત્ર માન્ય ગણાય કે કેમ તે અંગે ગુજરાત સરકારશ્રીના સામાજીક ન્યાય અને અધિકારીતા વિભાગ તરફથી માર્ગદર્શન માંગવામાં આવેલ છે અને તેમના માર્ગદર્શન પછી જો આ પ્રમાણપત્ર લેવાપાત્ર થતા હશે તો તે અંગેની કાર્યવાહી કરવામાં આવશે

(૧) સરકારશ્રીના સામાન્ય વહીવટ વિભાગ, ગાંધીનગરના તા.૨૫/૦૨/૧૯૮૦ના ઠરાવ ક્રમાંકઃ સીઆરઆર-૧૦૭૩-૨૬૬૦-ગ-૨ મુજબ (૧) એથ્લેટીકસ (ટ્રેક અને ફિલ્ડ રમતો સહીત) (ર) બેડમિન્ટન (૩) બાસ્કેટબોલ (૪) ક્રિકેટ (પ) ફુટબોલ (૬) હોકી (૭) સ્વિમીંગ (૮) ટેબલ ટેનીસ (૯) વોલીબોલ (૧૦) ટેનીસ (૧૧) વેઇટ લિફ્ટીંગ (૧ર) રેસલીંગ (૧૩) બોકસીંગ (૧૪) સાઇકલીંગ (૧પ) જીમ્નેસ્ટીક (૧૬) જુડો (૧૭) રાઇફલ શુટીંગ (૧૮) કબડ્ડી (૧૯) ખોખોની રમતોને માન્ય ગણેલ છે.
(ર) સરકારશ્રીના સામાન્ય વહીવટ વિભાગ, ગાંધીનગરના તા.૦૧/૦૮/૧૯૯૦ના ઠરાવ ક્રમાંકઃ સીઆરઆર-૧૧૮૮-૩૬૪૪-ગ-૨ મુજબ (૧) તીરંદાજી (ર) ઘોડેસવારી (૩) ગોળાફેંક (૪) નૌકા સ્પર્ધા (પ) શતરંજની રમતોને માન્ય ગણેલ છે.
(૩) સરકારશ્રીના સામાન્ય વહીવટ વિભાગ, ગાંધીનગરના તા.૧૮/૦૪/૨૦૦૧ના ઠરાવ ક્રમાંકઃ સીઆરઆર/૧૦૯૯/યુ.ઓ.-૪૧૧૦/ગ.૨ મુજબ હેન્ડ બોલની રમતને માન્ય ગણેલ છે.
આમ, ઉપરોકત કુલ-૨૫ રમત/ખેલકુદને સરકારશ્રી દ્વારા માન્ય ગણવામાં આવેલ છે.
સરકારશ્રીના સામાન્ય વહીવટ વિભાગ, ગાંધીનગરના તા.૦૧/૦૮/૧૯૯૦ના ઠરાવ ક્રમાંકઃ સીઆરઆર-૧૧૮૮-૩૬૪૪-ગ-૨ મુજબ ઉપરોકત રમતો/ખેલકુદમાં રાષ્ટ્રીય/આંતરરાષ્ટ્રીય અથવા આંતર યુનિવર્સિટી અથવા અખિલ ભારત શાળા સંઘ દ્વારા યોજાતી સ્પર્ધાઓમાં માત્ર પ્રતિનિધિત્વ કરેલ હોય તેવા ખેલાડીઓને ગુણવત્તા ધરાવનાર તરીકે ગણવામાં આવશે અને વધારાના ગુણ મળવાપાત્ર થાય છે. આવા પ્રમાણપત્ર તા.૦૯.૧૧.૨૦૨૧ સુધીમાં ઇશ્યુ થયેલ હોવુ જોઇએ.
ઉમેદવારોની જાણકારી માટે લોકરક્ષક ભરતી બોર્ડની વેબસાઇટ ઉપર રમતગમતને લગતા ઠરાવો મુકવામાં આવેલ છે તેમછતાં નીચેની લીંક ઉપર કલીક કરવાથી પણ રમતગમતને લગતા ઉપરોકત ઠરાવો જોઇ શકાશે.

કેટલાક ઉમેદવારો તરફથી ઓનલાઇન અરજી વખતે રાષ્ટ્રીય રક્ષા યુનિવર્સિટી/રક્ષાશક્તિ યુનિવર્સિટીની ડીગ્રી/ડીપ્લોમાંના સર્ટીફીકેટ અથવા NCC “C” સર્ટીફીકેટની વિગત દર્શાવેલ નથી એવી રજુઆત મળેલ છે.
ઉમેદવારોને જણાવવાનું કે, જો તેઓ રાષ્ટ્રીય રક્ષા યુનિવર્સિટી/રક્ષાશક્તિ યુનિવર્સિટીની ડીગ્રી/ડીપ્લોમાંના સર્ટીફીકેટ અથવા NCC “C” સર્ટીફીકેટના તા.૦૯.૧૧.૨૦૨૧ સુધીમાં ઇશ્યુ કરવામાં આવેલ હોય તેવા પ્રમાણપત્રો ધરાવતા હોય તો દસ્તાવેજ ચકાસણી સમયે તે રજુ કરી શકે છે.

દસ્તાવેજ ચકાસણીની કામગીરી દરમ્યાન કેટલાક EWS ઉમેદવારો ગુજરાત સરકારની ભરતીમાં અનામતનો લાભ લેવા માટે સામાન્ય વહિવટ વિભાગના તા.૨૫/૦૧/૨૦૧૯ના ઠરાવ ઇ.ડબલ્યુ.એસ./૧૨૨૦૧૯/૪૫૯૦૩/અ અન્વયે ઠરાવવામાં આવેલ અંગ્રેજીમાં Annexure-KH અથવા ગુજરાતીમાં પરિશિષ્ટ-ગ મુજબનું પાત્રતા પ્રમાણપત્ર કે જે તા.૦૯.૧૧.૨૦૨૧ સુધીમાં ઇશ્યુ થયેલ હોય તે જ માન્ય ગણવામાં આવશે(નમૂનો નીચેની લીંક કલીક કરવાથી જોઇ શકાશે)
